Why this country

Sailing in Montenegro

Montenegro's charter fleet is small — thirty-eight boats — and almost all of it works out of the Bay of Kotor, which is the reason to come. The bay is a drowned river canyon that runs twenty-odd kilometres inland between mountains that drop almost vertically into it. Sailing up it feels less like a coast than a Norwegian fjord that wandered south, and the water stays flat whatever the open Adriatic is doing.

That shelter is the defining feature. The inner bay is protected in almost any wind, which makes it forgiving for a crew finding its feet, and the walled towns around the shore — Kotor, Perast, Herceg Novi — are close enough together that you can move between them in an hour or two. Outside the bay the coast runs south past Budva towards Albania, more open and considerably less visited.

The season runs May to October. Montenegro sits immediately south of Croatia and shares the same cruising area in our catalogue, so the two are natural to combine on a longer charter — but note that crossing between them is crossing an EU external border, with the formalities that implies. On paperwork, operators ask for an international certificate and a radio certificate. Worth knowing: an operator saying "ICC accepted" is stating their own policy, not a legal guarantee, and the harbour master is the authority if anything is unclear.

The cruising ground
Bay of Kotor

A drowned river canyon running 20 km inland between near-vertical mountains. Flat water in almost any weather.

Season
May – October

July and August are hot and busiest; late May, June and September are the comfortable months.

Outside the bay
Open coast south to Albania

Budva and Bar are more exposed and much less sailed. A change of pace if the bay starts to feel small.

Fleet

19 sailing yachts and 13 catamarans, from around €1,726 a week — inexpensive for the Adriatic.

Worth the detour

Where to drop anchor in Montenegro

  • 1

    Kotor

A walled medieval town at the head of the bay with fortifications climbing 260 metres up the cliff behind it. Arriving by water, with the mountains closing in on both sides, is the point of the whole trip.

  • 2

    Perast

A single street of baroque palaces on the shore, with two islands just offshore. Smaller and quieter than Kotor and an easier overnight.

  • 3

    Our Lady of the Rocks

An artificial island off Perast, built up over centuries by sailors dropping stones. The church on it holds a tapestry a local woman embroidered with her own hair while waiting for her husband to return.

  • 4

    Herceg Novi

At the mouth of the bay, with a fortress and terraced old town. Usually the first or last night, since it sits where the bay meets the open sea.

  • 5

    The Verige Strait

The narrows in the middle of the bay, barely 300 metres across. Chains were once strung across it against invaders; now it is simply the most dramatic passage of the week.

  • 6

    Tivat and Porto Montenegro

The main charter base, built on a former Yugoslav naval yard. Full services and the practical start of most trips.

  • 7

    Budva

Outside the bay on the open coast, with a walled old town on a peninsula. Lively in a way the bay is not.

  • 8

    Sveti Stefan

A fortified islet south of Budva, now a hotel. You cannot land, but the anchorage off it is one of the better ones on the open coast.

Suggested routes

Where a week in Montenegro could take you

The Bay of Kotor

7 days

Short legs in sheltered water, with a walled town most nights. One of the gentlest weeks in the Adriatic, and a good first bareboat.

  1. 1

    Tivat

Handover at Porto Montenegro; a short sail into the inner bay.

  2. 2

    Perast

Through the Verige narrows; the islands are just offshore.

  3. 3

    Kotor

The head of the bay. Climb the fortress walls early, before the heat.

  4. 4

    Risan or Morinj

The quieter northern arm of the bay.

  5. 5

    Herceg Novi

    Out towards the mouth.

  6. 6

    Budva or Sveti Stefan

Outside the bay onto the open coast — a different kind of sailing.

  7. 7

    Tivat

Back through the entrance to base.

Before you book

Local rules and paperwork in Montenegro

Skipper certificate
An international certificate is expected. Operators ask for an ICC or recognised equivalent, plus a radio certificate held by someone in the crew.
Whose rule is it
Policy and law are not the same thing here. An operator writing "ICC accepted" is describing their own policy. If anything about your qualification is borderline, the harbour master — the Lučka kapetanija — is the authority worth asking before you book around it.
Crossing to Croatia
An EU external border. Montenegro and Croatia share a cruising area in our catalogue and combine naturally on a longer charter, but clearing in and out is a formality you have to allow time for.
Shelter
The inner bay is protected in almost any wind. Which is why it suits a first charter. The open coast south of Budva is a different proposition and worth checking the forecast for.
Paperwork on board
Keep the original with you. Certificate or skippered contract, carried on the boat rather than left at the base.

Checked October 2026. Rules change — confirm the detail that matters for your trip when you book.

Months further out look emptier simply because they are further away — most charters are booked a few months ahead, not a year.
